Patients in Oregon often can’t find primary care providers; when they do, visits are short and rushed, depriving them of needed care. Meanwhile, providers don’t get the compensation they need to spend enough time with patients while juggling administrative tasks for multiple insurers. But study after study shows that a strong primary care system reduces overall health care costs and improves outcomes. What can be done to improve primary care in Oregon?

Emily Harris is an award-winning reporter with global, national and local experience, currently acting as senior advisor and forum moderator for the Oregon Health Forum. She is also the co-founder of a local news nonprofit, Oregon News Exploration, working to increase high-quality, community-first reporting to underserved communities in Oregon and SW Washington.

Resa Bradeen is the Chief Medical Officer of Metropolitan Pediatrics, bringing expertise in quality improvement, health care payment strategies, population health, clinic operations, patient satisfaction and provider engagement. Resa also currently serves as the Medical Director for the Children’s Health Alliance & Foundation, supporting strategy and contract development.
Evan Saulino – Clinical Director, Comagine Health
Evan Saulino is a clinical director for Comagine Health, supporting systemwide quality improvement projects. He has been a family physician for 20+ years and is a primary care clinician and family medicine residency preceptor for One Community Health. He is also a value-based payment consultant for OCHIN.
Jen DeVoe – Professor & Chair, Department of Family Medicine, OHSU
Jen Devoe is Professor and Chair of the Department of Family Medicine at OHSU, where she is currently a practicing physician, a health services researcher and the inaugural director of OHSU’s Center for Primary Care Research and Innovation. Her research portfolio spans both OHSU Family Medicine and OCHIN, Inc.
Jesse O’Brien – Policy Manager, Division of Financial Regulation, Oregon Department of Consumer and Business Services
Jesse O’Brien is currently Policy Manager for the Division of Financial Regulation at Oregon DCBS, where he began as a Senior Policy Advisor in 2018. Previously, he served as a Consumer Representative at the National Association of Insurance Commissioners, and as a health care advocate and policy advisor for OSPRIG.
Chris DeMars – Director, Delivery System Innovation Office, Health Policy & Analytics Division, OHA
Chris DeMars directs the Delivery System Innovation Office at the Oregon Health Authority and previously ran the agency’s Transformation Center. Before joining OHA in 2013, Chris spent 15 years as a Senior Program Officer at the Northwest Health Foundation and as a Senior Health Policy Analyst at the U.S. Government Accountability Office.
