Join Oregon Health Forum for a virtual conversation with leaders from Medicaid, private insurance, state agencies and frontline clinics to get to the root of things and explore what needs to change to support sustainable, cost-effective care.
Moderator

Robin Moody – Executive Director, All Smiles Community Oral Health, and former Director, Oregon Health Forum
Robin Moody is the ED of All Smiles Community Oral Health and the former Director of the Oregon Health Forum. Robin focuses on population health and has experience in organizational management and operations, communications, quality improvement, compliance, regulatory affairs, business development, fundraising, public speaking, consensus-building, policy development and research.
Panelists

Jesse O’Brien – Policy Manager, Division of Financial Regulation, Oregon Department of Consumer and Business Services
Jesse O’Brien is currently Policy Manager for the Division of Financial Regulation at Oregon DCBS, where he began as a Senior Policy Advisor in 2018. Previously, he served as a Consumer Representative at the National Association of Insurance Commissioners, and as a health care advocate and policy advisor for OSPRIG.

Dr. Anna Tubman – Family Practice Physician, Northwest Primary Care
Dr. Anna Tubman is a family physician at Northwest Primary Care, where her commitment to medicine is drawn from people and their narratives. She provides multi-generational care, fosters collaborative patient partnerships and has championed primary care through leadership roles with Providence, Clackamas Free Clinic and the Oregon Academy of Family Physicians.

Jeff Heatherington – President and CEO of FamilyCare Health and The Heatherington Foundation for Innovation and Education in Health Care
Jeff Heatherington is the President and CEO of FamilyCare Health, and The Heatherington Foundation for Innovation and Education in Health Care. He is recognized as a healthcare leader who advocates for systemic improvements that promote access to care, and strengthens primary care, in order to provide better health outcomes for Oregonians.

Shelda Holmes – Family Nurse Practitioner
Shelda Holmes brings nearly 30 years of nursing and health care experience. She founded Hands On Medicine, a patient-centered primary care clinic in N/NE Portland that served families from 2006 to 2024. Her work emphasizes community and relationships in health, and she advocates for empowerment, autonomy, and shared responsibility.

Chris DeMars – Director, Delivery System Innovation Office, Health Policy & Analytics Division, Oregon Health Authority
Chris DeMars directs the Delivery System Innovation Office at the Oregon Health Authority and previously ran the agency’s Transformation Center. Before joining OHA in 2013, Chris worked as a Senior Program Officer at the Northwest Health Foundation and a Senior Health Policy Analyst at the U.S. Government Accountability Office.
