Join Oregon Health Forum and City Club of Portland for a moderated discussion featuring a panel of expert health care leaders focused on the real-world challenges of addressing Oregon’s health care access crisis. Building on the themes identified in Part 1, this conversation will examine what it takes to move from analysis to implementation, including the practical realities leaders face when putting policy into action.
Panelists

Rachel Prusak – Nurse Practitioner; Executive Director, Oregon State Board of Nursing; Former State Legislator
Rachel Prusak is the Executive Director of the Oregon State Board of Nursing. She also holds a master’s in nursing and is a family nurse practitioner with more than 25 years of health care experience serving vulnerable communities. Rachel served two terms in the Oregon Legislature and chaired the House Health Care Committee during the COVID-19 pandemic.

Jack Friedman – Former Chief Executive Officer, Providence Health Plan
Jack Friedman was the CEO of Providence Health Plan for 17 years before retiring in 2015. Previously, Jack was Chair of the SB 889 Commission, which established Oregon’s health care cost growth target. He is also a current board member of PacificSource Health Plans and the Legacy Health System Board.

Dr. Antonio (Tony) Germann – Medical Director, Salud and Pacific pediatrics clinics, Yakima Valley Farm Workers clinic system (FQHC)
Dr. Tony Germann is medical director of the Salud and Pacific pediatrics clinics within the Yakima Valley Farm Workers clinic system. He served on Governor Kate Brown’s COVID-19 Medical Advisory Panel and Crisis Prevention & Response Table. He is a professor of family medicine at OHSU School of Medicine.
Moderator

William Kramer – Former Executive Director of Health Policy, Purchaser Business Group on Health; Member, Oregon Health Policy Board
Bill has been a member of the Congressional Budget Office’s Panel of Health Advisers and on the boards of the National Quality Forum and the Primary Care Collaborative. Bill was also a senior executive with Kaiser Permanente for over 20 years, the last as CFO for KP’s Northwest Region.
