With sweeping changes to Medicaid looming, everyone — from the 1.4 million Oregonians who rely on the program to the ecosystem that provides their care — are bracing for the impact. Who is most at risk of losing coverage? How can we prepare now to keep Oregonians enrolled, support those we can’t and fortify our health system?
In collaboration with Oregon Health Authority and Comagine Health, this panel discussion, community dialogue and strategy session focused on reducing disruption, strengthening coordination and preparing for what’s ahead.

Omar Al Rais, MBA – Senior Vice President of Operations, Project Access Now
Omar Al Rais is Senior VP of Operations at Project Access NOW, strengthening Oregon’s safety net by connecting people to essential care and resources. He brings expertise in quality improvement and health policy, and advancing equitable access to care. He also serves on the community board of Comagine Health.

Rachel Calloway, MPP, RN, CPN – Chief of Staff, Medicaid Division, Oregon Health Authority
Rachel Calloway is Chief of Staff for Oregon’s Medicaid program, where she provides strategic guidance on statewide Medicaid policy and operations. Previously, she served in senior policy roles at the Centers for Medicare & Medicaid Services. A pediatric nurse by training, she brings clinical experience and a focus on person-centered care and health equity.

Julie Ibrahim, LPC – Chief Executive Officer, New Narrative
Julie Ibrahim is CEO of New Narrative, a nonprofit providing mental health treatment, housing and peer support services. A licensed professional counselor, she brings more than 35 years of leadership experience across the corporate and nonprofit sectors and has long championed mental wellness and supported housing initiatives in the Portland area.

Jennifer Griffith, MS – Chief Executive Officer, One Community Health
Jennifer Griffith is CEO of One Community Health, a federally qualified health center serving more than 30,000 patients in the Mid-Columbia River Gorge Region. She brings deep experience in systems change, workforce development and community-based care, leading an organization dedicated to advancing health and social justice for all of its community members.

Sarah Present, M.D. MPH – Health Officer, Clackamas County Public Health Division; Chair, Public Health Advisory Board
Dr. Sarah Present is Health Officer for Clackamas County. A family and preventive medicine physician, she brings experience in public health, primary care and community health systems. Dr. Present previously served as health officer for counties in Oregon and Washington and continues to practice part-time in primary care at Clackamas County Health Centers.

Mindy Stadtlander, MPH – Chief Executive Officer, Health Share of Oregon
Mindy Stadtlander is CEO of Health Share of Oregon, the state’s largest Medicaid coordinated care organization, serving more than 450,000 Oregon Health Plan members. With prior leadership roles at CareOregon and Multnomah County Health Department, she brings deep experience in Medicaid strategy, provider networks and system-level approaches to improving access, quality and care coordination.

Evan Saulino, M.D., PHD – Clinical Director, Comagine Health
Dr. Evan Saulino is a family physician and clinical director for Comagine Health, where he supports health system improvement initiatives. He also serves as a primary care clinician and family medicine residency preceptor at One Community Health in Hood River. His work focuses on primary care innovation, value-based care and strengthening community health systems.
