Jamal Furqan – Founder, Torchlight Consulting

Jamal Furqan, founder of Torchlight Consulting, has spent 17 years shaping Medicaid policy, systems, and programs. At the Oregon Health Authority during the inception of coordinated care, he helped design and implement nationally recognized value-based care models, while administering OHP’s fee-for-service program. His career has spanned state government, national Medicaid consulting, health technology, and CCO governance.

Jeff Heatherington – President, FamilyCare Health and The Heatherington Foundation for Innovation and Education in Health Care

Jeff Heatherington is an advocate for systemic change in health care, increasing access to primary care and improving health outcomes for Oregonians. He founded FamilyCare, one of the first Medicaid managed care companies in Oregon. Earning an honorary doctorate, he has been a visiting professor at McMasters University and a lecturer at Willamette University, Portland State University and Western University of Health Sciences.

John McConnell – Director, Center for Health Systems Effectiveness

K. John McConnell, Ph.D., is a health economist, director of the Center for Health Systems Effectiveness, and an OHSU professor. Dr. McConnell’s research on Oregon’s Medicaid program has spanned more than two decades. His recent Milbank brief assesses the core functions of managed care and asks whether it still provides value to state Medicaid programs.

Jeremiah Rigsby – Chief Legal and Public Affairs Officer, CareOregon

Jeremiah Rigsby, J.D., is chief legal and public affairs officer for CareOregon, the state’s largest managed care administrator of the Oregon Health Plan. Over the past decade, he has led regulatory and public affairs efforts within the coordinated care model through the three non-profit CCOs affiliated with CareOregon.
